SCRAPPING BY BRITAIN. By Telegraph.—Press Assn.—Copyright. Washington, Dec. 3. Explaining the reference in the House of Commons to the scrapping of warships, the British Epibassy has published a list of eight British capital ships already sold to the ship-breakers. Eight others are in the first stage of scrapping, none of which are obsolete or would have been scrapped, except fqr the Washington Treaty. The Embassy refuted a recent Press dispatch which made the positive statement that neither Britain, the United States, nor Japan had begun scrapping vessels not already obsolete and that they were awaiting the ratification of the treaty by all the Powers concerned.
