DISARMAMENT.
PROMISES BY RUSSIA. WILLING TO REDUCE ARMY. By Telegraph.—Press Assn.—Copyright. Moscow, Dec. .1 Litvinoff, opening the Disarmament Conference, between Russia and the border States, read a declaration by the Russian Government expressing readiness to reduce the army to 200,000 men, to dissolve the irregular units, and to limit war budgets on a reciprocal basis, and neutralise border zones. Fe added that it was impossible for Russia to reduce her navy. Prince Radziwill, head of the Polish delegation, who was also acting on behalf of Roumania, expressed a desire for a political agreement as a preliminary to technical discussions. The. Finnish, ’ Esthonian and Latvian delegates expressed a similar desire. The Finnish and Esthonian representatives urged serious consideration of naval disarmament.
The conference arranged to nominate various commissions.
