The bourgeoise Coalition parties are willing to accept the People’s Party in the l Cabinet, but the Socialists refuse without an explicit statement as to the Peoples Party s attitude on the stabilisation of the mark.

The reparations Note also proposes a gold loan controlled by an independent body consisting of representatives of foreign creditors and the Reichstag Finance Committee, the establishment of agencies abroad to redeem the mark held abroad as soon as Germane themselves have regained confidence in the mark.
