The Cabinet’s new proposals to the Reparations Commission reiterate that an internal gold loan cannot of itself stabilise the mark. A foreign, loan must be granted simultaneously. The commission is urged to abrogate certain rights under the Peace Treaty and allow Germany a gold guarantee fund for interest. M. Barthou opposes thia suggestion. Berlin, November 4. Stock brokers unable to cope with orders were forced to close their offices. Princes continue to soar, principally as the result of heavy buyings on foreign account. The public are anxiously awaiting details of the stabilisation proposals which Germany yesterday submitted to the reparations conference.
