SAVING BY RETRENCHMENT. POLITICAL RIGHTS. By Telegraph.—Press Association. Wellington, Nov. 2. The tenth annual report of the Public Service Commissioner shows that the total reduction in the public service staff during the year ended March 31 was 1093, their annual salaries being £395,006. The number of permanent classified officers in the service on April 1, 1921. was 7353. their total annual salaries being £2.088,229. On March 31. 1922. the number was 6781. the* total annual salaries amounting to £1.804.483, thus showing a reduction in the classified staff of 572, and in the salaries of £273,746. On the matter of conferring full political rights on public servants the commissioners repeat the opinion foi' merly expressed that prohibition from an active part in public politics makes for greater contentment in the public service. There is little doubt that complete liberty of political action for all officers alike would inevitably result in frequent conflicts between the desires and interests of the officer as a citizen and his duty as an official, and that such conflicts must be inimical to the service.
