FRANCO-ITALIAN POLICY. WOULD NOT FIGHT TURKEY. By Telegraph.—Press Assn.—Copyright. London, Oct. 30. The publication of a confidential note from the French Chamber of Commerce in Constantinople to the Government curiously illuminates the Franco-Italian policy. The note says that France and Italy, so it ia openly stated, would not fight the Turks. Both have lost their old prestige. It is absolutely necessary to maintain the necessary guarantees for foreigners, such as consular courts and the inviolability of persons and houses, also to prevent the Turks taxing foreigners. The French to-day are the best friends of the Turks. To-morrow the latter’s friendship may go to Russia and Germany.
