BOROUGH AFFAIRS.
NEW PLYMOUTH COUNCIL. ■ THE FITZROY HALL. A meeting of the general purposes committee of the New Plymouth Borough Council was held last night. Present: The Mayor (Mr. F. E. Wilson), and Crs. J. Kibby, T. N. Blackball, E. Dingle, R. A. Large, J. Brown, R. L. Parkin, F. J. Hill, and V. C. Griffiths. The secretary of the Fitzroy Hall Committee notified that Mr. A. L. Humphries had been appointed chairman and Mr. V. George secretary pro tom. They asked that the council should extend the time of the general meeting and election of the committee from March, 1923, to March, 1924, as the present committee wished to formulate a scheme to raise money to improve the accommodation, buy furniture, etc., and by March, 1924, hoped to hand the hall over fully equipped for the needs of the district. Mr. R. Day submitted estimates of the cost of putting the hall in good order. He also stated that the last tenant had left the hall. The council adopted the report of the sub-committee set up to confer with residents regarding the propo'sed committee of control, and approved of the appointment of Messrs. A. W. C. Bellringer, V. George, D. Bishop, G. F. Goldsworthy, R. Bartley, H. Hall, A. L. Roberts, W. Grounds, and one member to be appointed by the council. Cr. J. Kibby was appointed the council’s representative. It was resolved that tenders be called for the work of renovating the hall. The application of the committee to have their term extended was agreed to. BATHS COMMITTEE. The baths committee recommended that authority be given to publish a time-table; that two hot water taps with tubs be arranged so that boys ana girls may wash before entering the' pool; that the clubs be asked to appoint several honorary stewards to assist in 'securing good behaviour at the baths.—Adopted. / ELECTRICAL MATTERS. W. Richards, butcher. New Plymouth, applied for a supply of electric power at restricted timeis to drive a 5 n.p. motor at his shop at the corner of Eliot and Devon Streets.—Approved. C. H. Moore applied for the transfer of a heating point from Mr. J. Drury, Cutfield Street, to himself. —The electrical engineer reported that the council had authorised the transter of points such as the above, but as the additional supply of power was getting so near, he considered it W’ould be better for the council to endeavor to get the applicant to wait a little longer, when there should ho plenty for all.— Left in the hands of the electrical engineer with power to act. The electrical engineer and Cr. Griffiths recommended that the site for the tramway shelter shod at the railway station should bo approximately one and a half chains east of the railway station entrance gate. —Adopted, subject to meeting the approval of Mr. E. P. Webster, who represented the donor. R. H. Bartley (electrical engineer) submitted a report, of a meeting of the committee of the Borough Council and the committee of the Inglewood Borough Council relative to sub-station and site. —The report was approved and the matter will be gone on with. ELECTRIC LIGHT COMMITTEE. The electric light committee submitted the following report: That the ; electrical engineer be authorised to j place an order for tramway ties (ap--1 proximate cost £100); Messrs. Harris and Co. reported that the new ’bus ; chassis wa<3 ready for shipment in the i middle of September, and should be ar- ; riving shortly. i The report was adopted. WATER SUPPLY. I The engineer reported that the con- ! tractor for the delivery of water mains , hud notified that these left Home on ! the 26th ult. by the Port Denison. As i these pipes would arrive in his busy ! season, he asked that tenders be invited for taking delivery and laying the mains in the various streets as required, j He proposed to put on two gangs to j get the work over as soon as possible, i thus causing as little delay as possible ! to owners requiring water. He also ' asked authority to place the order for i the Brooklands Road pipes and fittings. I Authority was granted, provided the ! borough plant is not available. SOIL REMOVED. ! Mr. Geo. Grey wrote on behalf of Mr. I F. L. Parker stating that the Borough I Council had entered on his land ay.d ! without permission excavated* a consid- ! arable amount of the -frontage, where he i intended erecting a wall, entailing addii t.ional expense. He estimated the damage at £5O. The» engineer stated that other people had been in the habit of borrowing spoil from the bank referred to. Recently, in doing up the paths in the locality, the borough employees removed some spoil which had slipped down, and some overhanging lumps were also taken away.* The excavation'from the property was not done by the borough workmen. Mr. Grey is to be informed accordingly. . GENERAL. B. Milner made another application for an entrance to his section, S 3 Lynmouth (Devon Street West). He Itfid had a motor shed up for two years and had never been able to use it. He understood that it was decided that ho I should ho granted the sum of £5 to fill - in the street to the satisfaction of the borough engineer, but. if it. had been possible to fill it in himself ho would never have applied for the samp. If hp was entitled to an entrance lie i thought the borough was more capable ; of spending their own money, and so ■ satisfying the engineer.—The engineer is to do the work at a cost not exceed- : ing £5. . ■ Jas. Davidson asked permission to ' remove a bank of sand in front of his I sections in Saukville Street. Fitzroy. to |ihe level of the footpath.—The engineer recommended that it bp granted. Agreed i E. She was anxious Ito obtain levels, but repeated applies--51 tions had produced no tangible result, and she found herself unable to deal satisfactorily with the question of feneiuc —The engineer retwtsd that the
committee dealing with Western Park visited the grounds. It was pointed out that Mr. S. Kendrick gave a very large amount of elay bank for filling Gilbert Street gully. They were not in a position to completely finish the excavation, the men were “knocked off I '’ at an hour’s notice owing to the funds having become exhausted. Any money expended in cutting down the clay bank and bed would repay them, as it would all tend towards raising the embankment in the gully. T He considered £2O would go a long way towards making the excavation presentable and allow a wall to be put up by the applicant. The engineer was authorised to give effect to his suggestion. The engineer reported that it would cost £5O to make a road 20ft. wide at TTendrie Street suitable for carrying three tons, exclusive of the vehicle, with 12ft. of metal. A 16ft. road would cost £3s.—Deferred. The State Advances Department notified that it was proposed to entertain the council’s application for a loan of £1065 for road construction in the Frankleigh Park district at per cent, interest over a term of .36% years. H. G. Moss, clerk in the borough engineer’s office, wrote forwarding his reAgnation.—The engineer, in forward'uv +he resignation to the eouneil. stated that he wished to place on record the sterling dualities of Mr. Moss. Consideration deferred. Replving to Cr. Brown, the Mavor seated the engineer had misapprehended the nosiiion with regard to Gie forming of Sboi*tlaml Street and had not understood that authoritv had been given to go on with the work. It would now be pushed on. The report of the librarian of the New Plymouth Carnegie "Institute for the month ending October 19 stated that twenty members had left and fifteen had joined, a decrease of five. During the month 102 books had been added to the main library a.nd 22 to the juvenile section, while on account of their irreparable rendition 24 books had been withdrawn from circulation.
