FLYING REGULATIONS. By Telegraph.—Press Assn.—Copyright. London, Oct. 27. The International Air Commission passed a resolution in favor of restricting the age of pilots to from 19 to 45 years, insisting on wireless equipment for all aircraft engaged in public transport. and forbidding the flight of aircraft -belonging to a non-contracting State unless a special covenant was signed which does not violate other contractants’ rights. SEIZED LIQUOR RETURNED. Washington, Oct. 2G. The Government has ordered the release of the Emeyald, Mr. Mellon declaring the seizure was a blunder. All the Emera’d’s liquor will also be returned intact. It is understood the American Government will send an apology. REDS ENTER VLADIVOSTOK. * London, Oct. 27. Advices from Vladivostok state that the Red troops entered the town in perfect order and were sympathetically received by the populace. PAN-PACIFIC CONFERENCE. Honolulu, Oct. 27. Mr. W. F. Kennedy (New Zealand) has been appointed to the Resolutions Committee of the Pan-Pacific Conference. Mr. Kennedy presented a New Zealand flag to the conference. THE GREEK DISASTER. Athens. Let. 27. M. Calogeropoulos, ex-Premier, has been arrested by orders of the Commission of Inquiry, on the ground of responsibility for the recent national disasters. BRITISH TERRITORIALS. London, Oct. 27. Britain’s Territorial Army now totals 135.000, of whom 40,000 have beer, recruited during the past twelve months.
