She must decide whether to cooperate in the councils of the Mother Country and the Old World or stand aside and add to the national stock of gold. With increasing power the United States got increased responsibility. During the war this responsibility was discharged, but since the armistice there was a doubt about it. Commenting on the tariff, he declared: “We shall be fortunate if we do not find that it protects a lot of industries not requiring protecting, and that it cuts off from the farmers and manufacturers a lot of foreign markets that are ready to buy our commodities.”
