OVERCROWDED INSTITUTIONS.

“During the period between January 31, 1921, and January 31, 1912, every institution of correction in California suffered a large increase in inmates, according to a report just issued, by the State Board of Charities and Correction. The report shows the population of insane asylums and prisons suffered one of the most marked increases in the history of the State. On January 31 last there were 11,118 inmates in the State asylums, and 1449 inmates in the schools for feeble-minded. This gives a total of 12,549 mentally afflicted that arc being cared for. The number of inmates in the State asylum on January 31 was 494 in excess of that of one year ago, and in the schools for the feeble-minded the increase was 155. The State prisons show a very marked growth, there being 1342 more felons on January 31 last than one year ago. The reform schools for minors showed an increase of 90, there being 882 inmates in the institutions.”—San Francisco Chronicle, February 26, 1922.
