DECISION TO WITHDRAW. By Telegraph.—Presa Assn.—Copyright. Received Sept. 28, 9.30 jpjn. Washington, Sept. 28. The Japanese Embassy has issued « statement by Baron Uchido, received from Tokio, saying: “The failure of the Changchun conference means no change in our policy of withdrawing our troops from Siberian mainland points. The withdrawal will be concluded -,the end of October. Our dele-? gation found it had to meet diffi« culties of the sam,e character in dealing with Soviet representatives as th* European nations met at Geneva and The Hague. We had hoped to obtain recognition of the rights of private ownership of property and freedom of trade for Japanese. In order to demonstrate Japanese good faith we have actually begun evacuation of Siberia.”— Aus.-NjZ. Cable Assn.
