settlement of strike. COMPANIES DECLINE AGREEMENT, By Telegraph.—Press Assn.—Copyright. New York, Sept. 15. The refusal by a number of the biggest railways in the country to agre« to the Settlement plan makes uncertain the effectiveness of the separate agreements under which the strikers were to return to work next week. While the names of those companies which agreed to the settlement nave not been published, it is understood that from 30 to 40 lines, including the Chi-cago-North Western, and Chicago-Mil-waukee-St. Paul lines, have completed arrangements allowing the shop men to return. The Labor leaders have Men secretly endeavoring to persuade the other lines to agree, but the latter declare they have enough men to maintain the service, and decline to leave the seniority question to arbitration.
