London, Sept. 10. lord Meston, a retired Indian civilian and formerly member of the Governor-•General’-s Council, in an address to the pritish Association, appealing for. the extension of complete Imperial citizenship to Indians, said that despite statesmen’s professions, the belief prevailed in India that helotry not citizenship was the status designed for Indians in certain Dominions and colonies. He cited Fiji,. South Africa, and Kenya, and advocated an impartial Imperial tribunal to arbitrate such cases.
