RETURNING TO PUBLIC LIFE. By Telegraph.—Press Assn.—Copyright. Paris, Sept. 10. The announcement that M. Clemenceau intends to tour America explaining “The rights and duties in the world crisis of each nation, since the same victory made all the Allies colidly responsible for the future,” has created the greatest interest, and shows that M. Clemenceau, after three years’ retirement. intends to return to the public life of France. It is believed M. Clemenceau is actuated by the announcement that Mr. Lloyd George is writing a book giving his version of the momentous events, also by M. Poincare’s unsuccessful handling of the delicate European situation. • M. Clemenceau’s return is regarded as big with possibilities for Europe. M. Clemenceau’s proposed visit to America has brought him the following telegram from America, saying: “You seem to consider America lacking in solidarity with the Allies. We would bp glad if you would say if you think that* M. Clemenceau replied: “I consider America, did her duty in the matter of solidarity in the war, but neacp being ' the end of war, the duties of solidarity are not exhausted by a- settlement upon renditions from which one party can dissociate itself. T believe that if solidarity had been maintained between America, France and England, the present crisis would have been avoided, and can now only be dissipated by the resumption of solidaritv. I go to America before the end of the year to make a public explanation,”
