CIVIL WAR LOOMING. MILITARISTS IN CONTROL. By Telegraph.—Press Assn. —C&pyright. Received Sept. 10. ILS p.m. Peking, Sept. 9. China faces another civil war, and the country is on the verge of a new change of Government, which threatens to give the. militarists complete control. President Li-Yuan-Hung expresses great anxiety over the increase in the powers of the military governor, who now admittedly controls Parliament, every session of which since Auguet 8 has been attended by violence, and the adoption of a constitution, which was considered the first step, now appears to be remote. - Cabinet members declare that Li-Yuan-Hung h disheartened and ready to resign.
