RUSSIAN HARVEST FAILS. I By Telegriph.—Press Assn.—Copyright. London, Sept. 4. The Save the Children Fund reports that the Russian harvest has failed and that, unless supplies from other sources are received, the whole of the Trans - Volga and Uralsk area, where 300,000 children are being fed, and the west bank of the Volga, where 400.000 children and adnlts are receiving assistance, will be faced with famine.
