Berlin advices report the establishment of the first private bank in Russia, with a capital of ten million gold roubles. The directors include M. Tarnovski, formerly head of the Siberian Bank. TROUBLE WITH CONSUL. Received Sept. 3, 11.5 p.m. London, Sept. 1. Mr. Slater, American Consul, and Mr. Brooks, Vice-Consul, at Newcastle, whose exequaturs were withdrawn by the British Government, have been transferred to Corunna and Dresden respectively. The Foreign Office gave the United States one month in which to act, but the United States replied that they did not think the allegations proved, hence the British action. LORD NORTHCLIFFE’S WILL. Received Sept. 3, 11.5 p.m. London, Sept. 1. The Daily Express states that as a result of Lord Rothermere’s intervention the dispute regarding the late Lord Northcliffe’s will has been settled. MR. CHURCHILL IN AIR RACE. Received Sept. 3, 11.5 p.m. London, Sept. 1. Mr. Winston Churchill is among the entrants for the circuit of Britain aeroplane race, for which the King has presented a cup. Lieutenant-Colonel Spencer Grey will be his pilot.
