CONDITIONS IN RUSSIA.
AN ENQUIRY BY EXPERTS. MISSION FROM AMERICA. By Telegraph.—Pre«s Awn —Copyright. Received August 31, 8-30 p.m. Washington, Auguat 30. The State Department announces that Mr. Houghton (United States Ambassador to Germany), at an informal luncheon to Krassin and Tchitcherin in Berlin, asked them what would be the Soviet’s attitude towards a L’nited States commission of technical experts to etudy and report on the economic situation in Russia. The mission would be in no sense political and would act strictly in accordance with the outline of Mr. C. E. Hughes’ policy when he replied to the invitation to the Genoa conference. The information supplied by the commission would aid the United States in determining what economic contribution it would be able to make towards the reconstruction of Russia.
