RELIEVING UNEMPLOYMENT.
TWO GOVERNMENT PROPOSALS. TRADE REVIVAL AND EMIGRATION. By Telegraph.—Press Assn.—Copyright. London. August 28. The Daily Mail lobbyist says the encouragement of a trade revival and emigration to the Dominions, are the two main planks at present receiving the attention of the. Cabinet committee on unemployment as the best possible methods of alleviation. Though trade is undoubtedly improving slowly, the Government is advised that there will be at least 1,000,000 unemployed in England during the winter. The committee is investigating on the assumption that there is now a surplus of population beyond the utmost requirements of industry. which must be reduced by emigration.
In this connection there is likely to be an interesting extension of last year’s scheme, whereby the Government agrees to guarantee interest on approved capital issues to a total of £25.000.000. It is thought if the interest is guaranteed on the same terms to companies, corporations or Dominion Governments raising the capital for development work in /he Dominions and employing as far as possible Britishmade material, it would have the double advantage of stimulating production at Home, and providing more work for emigrants from Britain to the Dominions. Only the broad outlines of the scheme have at present been discussed and an announcement is not likely to be made before Parliament meets in November.
