CHINESE CIVIL WARBy Telrjraph.—Press Asen.—Copyright. f Peking. August 23. President Li Yuan Hung has announced his willingness to resign in favor of Su Yat Sen, provided Parliament approves. Representatives of the Peking Administration have been sent to Shanghai to negotiate with Sun. with a view to reuniting China under one Government. They urged hi into go to Peking, but he refused until the various military factions composed their differences. Consequently Chang Tso Lin and Wu Pei Fu are pegotiating a settlement. New York. August 23. The Chicago Tribune’s Tientsin correspondent states the Japanese are trying to trade their concession here for the former German concession, offerin'? a bonus of several millio ndollar*. which Japan claims will assist China over rhe present crisis.
