Poincare’s speech is endorsed by the Press, and meetings throughout the country have immensely strengthened his position. Practically the whole of the country is behind him. The failure of the London Conference has not weakened, but actually consolidated his position. Cognisance must be taken of the fact that his speech was “intended to go above the heads of the British and the French, and constitute a thundering and menacing warning to'Germay, since the French policy is based on the idea that nothing can come from a Germany which does not believe that, as a last resource, France will foe prepared to act coercively.
