GERMANY'S BILL.
MORATORIUM PROBLEM. GUARANTEES QUESTION. NEW PLAN SUGGESTED. By Telegraph.—Press Assn.—Copyright. Received Aug. 20. 5.5 p.m. London, August 18. The Reparations Commission has asked Sir John Bradbury and M. Mauclere to obtain certain indispensable information from Germany. It is reported Sir John Bradbury’s mission to Berlin is to endeavor to arrange an agreement by which Germany will give guarantees which will meet the French demands in connection with a moratorium. It is suggested Germany might be persuaded to transfer to a bank in the occupied territory a sum representing a portion of the capital value of the Ruhr mines and forests, thereby enabling France to relinquish the demand for their control. Another report declares that France - is preparing to act alone and occupy the (Ruhr within forty-eight hours if the Reparations Commission grants a mora- ! torium without adequate guarantees.
