The Secretary for Labour, Mr. Davis, has announced that scores of mineowners, who declined to attend the Cleveland Conference, now state that i they are willing to accept the terms of settlement suggested on August 15. As the south-western district owners have agreed to meet the union leaders on August 22, it is expected there will be a settlement all over the country within a week. THE HOPEFUL FEELING. PRESIDENT DELAYS ACTION. s COAL FROM BRITAIN. Received Aug. 17, 9.50 p.m. New York, August 16. The New York Times’ Washington correspondent states President Harding may defer his address to Congress on the strike situation. He is being strongly advised to delay presentation until after the meeting of the railway executives and brotherhoods in New York tomorrow, concerning which there is a much more hopeful feeling. Mr. Jewell expressed confidence that a settlement would bo reached in a few days. President Haying’s emissaries are busy trying to induce the executive- of the brotherhood to reach an agreement. Five vessels carrying thirty thousand tons of British coal have arrived. It. is assigned to New York city public utilities and railroads. The price ranges from 950 to 1100 cents per ton delivered. MIDDLE CLASSES’ ATTITUDE. Received Aug. 17, 8.50 p.m. New York, August 16. A Chicago message states the (Society of Americans Commission has been incorporated under the Illinois laws. It is composed of the middle classes, and will act as a balance of power to end the strikes and other forms of industrial strife.
