BOROUGH AFFAIRS.
MEETING OF THE COUNCIL. FRANKLEIGH PARK STREETS. The New Plymouth Borough Council met last x night. Present: The Mayor (Mr. F. E. Wilson), and Crs. J. Kibby, T. N. Blackhall, E. Dingle, R. A. Large, J. Brown, R. L. Parkin, and V. Griffiths. On the motion of the Mayor, seconded by Crs. Griffiths, a resolution was passed authorising the raising of a special loan of £1065 for tar-sealing the streets of the Frankleigh Park special rating area. Mr. J. H. Frethey wrote in reference to the loan, stating that at the ratepayers’ meeting it was decided to urge that the whole of the metalled roads in the Frankleigh ‘Park area be remetalled and tar-sealed. A chain of metal had been removed in the re-grad-ing when the Lower Doralto Road was being formed, and it appeared that the engineer had not included this piece in his estimate. The meeting considered that in fairness to the owners of the sections on either side of the road, that this piece be included or metalled out of ordinary rates. The engineer pointed out that an extra chain or so could be done when the work was put in hand. The Mayor said that the whole matter could be gone into-when they were making arrangements in connection with the loan.
THE HUATOKI OUTLET. The Board of Health advised, in reference to the Mayor’s letter replying to the department’s requisition concerning the Huatoki outlet, that in view of the uncertain circumstances upon which the carrying out of the wdrk depended, tne board had decided to eliminate the time limit from the requisition and leave it in the hands pf the medical officer for health in the district, on the express understanding that the work was carried out at the earliest practicable period. The district railway engineer, forwarded approval of the council’s proposals regarding the outlet pipe extensions on the bed of the Huatoki stream and authorised the putting in hand of the work. THE DRIVERS’ AWARD. Mr. C. H. Wynyard, secretary of the Taranaki Employers’ Association, forwarded a copy of the agreement in the drivers’ dispute which had been reached when the Dominion conference was held with the drivers. The matter would come before the Court here for ratification, and he would be glad of any comment regarding any anomalies which have been overlooked. The holiday clause relating to Taranaki had been, agreed upon as the same as in the existing award, but a clause that where the employees were working mainly under another award, the holidays in that award should apply. —Received. FINANCE COMMITTEE’S REPORT. The report of the Finance Committee contained the following recommendations to the council: That the representative of the Master Butchers’ Association be requested to confer with the Finance Committee in regard to the annual loss on the abattoirs and as to the best means of reducing same. The letter from the Taranaki Electric Power Board was referred to the Mayor to confer with the chairman of the board, with a view to ascertaining the requirements of the board. That the council approve, for the purpose of section 335 of The Municipal Corporations Act, 1920, of the further subdivisions of the Glen Almond Estate in accordance with the plan submitted, but that it be pointed out to Messrs. Sladden and Palmer that Mr. Greig had already intimated to individual councillors his willingness to grant the easement asked for. That the transfer of the new road through Glen Almond Estate be accepted and that the Mayor and Cr. Kibby be authorised to affix the seal of the Borough to the transfer and to sign same on behalf of the council. That after £4500 of the tramways loan has been raised the next debentures to be sold be those to provide £2OOO for public conveniences. That no action be taken at present m regard to the sale of the surplus hydroelectric lands. No action was taken in regard to tne borough engineer’s suggestion that the connection between Victoria Road and Carrington Road for the Vogeltown trams might possibly be undertaken as work ior the unemployed. . That the application of the lecnnicai College for permission to lay out a new miniature rifle range at the college grounds be referred to the Central School Committee for its opinion. GENERAL.
Messrs. Jones and Sandford offered to remove the bank in front of sections 14 and 15 in Dorset Avenue, Westown. if the council would give a grant of £lO. —The borough engineer estimated the cost of removing spoil and making a path and gravelling same, approximately 3% chains, would be £4l). The offer was accepted subject to the same, conditions. Messrs. Weston and Billing wrote in reference to a right of way off King Street, and pointed out that there was now a right of way of 10 feet granted by the council, and their previous application, of which the present letter was an amplification in response to the council’s reply, was merely an application to widen an existing right of way by a further two feet. They could hardly conceive that the council would make it a condition that the whole 12 feet must be formed throughout before giving its consent to the widening. The Mayor pointed out that the consent of 1920 was subject to the provisions of the by-laws regarding the formation being given effect to. This had not been done, and he moved “that consent to this application be not granted, as the conditions of the 1920 consent had not been carried out.” Carried. The Education Board applied for installations to meet the requirements of two heaters at the Westown public hall.—The electrical engineer recommended that the application be granted, as it was on similar lines to an application granted in respect to the Vogeltown achool. The Mayor pointed out that there were exceptional circumstances, as children were being educated there, and on hie motion the applit cation was granted. Messrs. Govett, Quil’Dim andHutchen, on behalf of the Taranaki Hospital Board, wrote in reference to the desire of the board to close Doune and West Streets, and stating that the board agreed to all the conditions imposed and desired that the necessary steps be taken to effect the closing of the Lt ..•WM decided to aak a daau*.

Russell for the supply of yards of metal on the Clemow Road, Fitzrsg, at 7h per yard.—The matter was wft in the hands of the Mayor and Or. Kibby. The tender of Messrs. Boon Broe., Christchurch, for the construction of the body of the new electric ’bus wae accepted. The price is £360.other tenders were raoaivad. *
