Poincare, replying to the German Note stating Germany’s inability to pay the £2,000,000 due on Saturday on account of private debts, threatens to apply coercive measures, provided by the agreement of June 10, 1921, if the amount is not paid on the due date. Le Temps suggests that France should inform Britain that so long as Germany fails to pay reparations France cannot repay any war debts to Britain. —Aus.-N.Z. Cable Assn. ATTITUDE OF AMERICA. OPPOSED TO CANCELLATION. BRITISH PAYMENT'SOUGHT Received Aug. 2, 10.40 p.m. Washington, Aug. 2. The State Department has not yet received the memorandum of the British ■ Note to the Allies with reference to the cancellation of debts. It is pointed out i here that the Administration is opposed to j the cancellation of the Allied debts to the ; United States. Moreover, the law under j which the United States debt-refunding commission was created specifically forbids I such cancellation. The belief in official circles is that the . Note is merely addressed to the Allies for ■ the purpose of letting them know, in face | of the representations they have made to i the British Government, that while Britain ■ is willing to annul the debts it cannot be done so long as the United States insists upon the British debt to the United States being paid.
