SECRET PLOTTERS IN GERMANY. By Telegraph.—Press Assn.—Copyright. Berlin. July 26. The police in Hamburg have discovered a secret Monarchist society known as “The Avenging Hand” founded by the notorious reactionary Captain Raben. The papers seized indicate that the objects of the society were the destruction of the Republic and the restoration of the monarchy. There were plans for seizing arms, tools and explosives. A number of Russian exofficers, ostensibly working as dock laborers, who are implicated, have been dismissed.
