The International Peace Congress passed a resolution that it was essential to the industrial restoration of Europe to reduce the reparations to a sum sufficient to repair the material damage of the war, and which Germany could reasonably be expected to pay willingly. Other recommendations were the withdrawal of the armies of occupation, the restoration of the Saar to Germany as soon as France’s mines were restored, the abolition of restrictions on international trade, the abolition of armaments, the completion of the League of Nations, tne early creation of an international loan to restore Europe, the revision by the League of Nations of all peace treaties, the recognition of the right of the Russians to govern themselves in their own way, the Russian recognition of pre-war obligations. sufficient financial assistance to enable the Russians to repair the injury they had suffered since the war.
