NEW PLAN OF FRANCE. MORTGAGING OF WEALTH By Telegraph.—Press Assn. —Copyright. Received July 23, 5.5 p.m. Paris, July 21. The Echo de Paris states that M. Poincare has asked the Reparations Commission to make a declaration of Germany’s voluntary default and claim fresh guarantees. M. Poincare suggests the commission should grant Germany a moratorium for not more than five or six weeks, after which he recommends the immediate mortgaging of the German public wealth, such as forests and mines, as well as customs.— Aus.-N.Z.
