RECOGNITION SUGGESTED. AN IMPORTANT STEP. REFERRED TO MOSCOW. By Telegraph.—Press Assn—Copyright. Received July 20, 8.50 p.m. The Hague, July 19. The Russians announce that if the other delegations refer the proposals to their Governments the Russians will refer the following points to Moscow: (1) Whether Russia will acknowledge debts to foreign nationals. (2) Whether Russia will agree to give effective compensation for property which has been nationalised, assuming that the credits Russia asked for cannot be given. M. Litvinoff states the issue is too important to make a decision before referring the matter to Moscow. The Foreign Properties Commission adopted the resolution. M. LitvrnoH's proposal does not constitute a basis of agreement, but if accepted by the Soviet might contribute materially towards the restoration of confidence. The British view is that a great step forward will be taken if the Soviet accepts M. Litvinoff's report. This will be the Russians first recognition of Russia’s debts. —Aus.-N.Z. Cable Assn.
