The Governor of Chekiang province dismissed Government telegraph and telephone operators and' ordered them to depart from the province, and he informed the Peking authorities that provincial officials would operate these utilities hereafter and use the funds for their own expenses. It is rumored also that the provinces of Fukiang and Kivangtung have been invited to join Chekiang in an autonomous government, headed by Sun Yat Sen. SAN FRANCISCO MAIL SERVICE. New York, July I'3.
