FINANCE OF LOCAL BODIES. SPECIAL LOAN NOT ALLOWED. ’ (By Wire. —Parliamentary Reporter)' Wellington, Last Night. Under the Local Bodies Finance Act' of last session the Minister of Internal Affairs may consent to borrowing by local bodies of more than they are other, wise entitled to borrow provided that} the raising of money is made necessary by “flood, earthquake, fire or oUier accident.” On behalf of the member for Taranaki (Mr. S. G. .Smith) Mr. W. A. Veitch (Wanganui) to-day asked the Minister of Internal Affairs whether the law would .be extended to enable local bodies to raise special funds for the .relief of unemployment. A telegram from Mr. Smith stated that the amount of unemployment at New Plymouth was very serious. The Minister said he did not think the section was intended to cover unemployment. Members would recognis< that to extend the powers of local bodies to raise moneys without the consent ol the ratepayers was a grave matter. Hie impression at the moment was it would be unwise to amend the section ; so that unemployment would be provid-j ed for, but a small amendment of the Act was to be introduced, this session,; and when he was bringing that in hei would consider the question raised.
