Received July 8, 5.5 p.m. Tokio, July 6The draft of the naval estimates for 1923-24 has been completed, providing for a net reduction from the current estimates of 74.000,000 yen (approximately £7,400,000). The gross cut in construction and maintenance is 140,000.000 yen ( £1,400,000), eus the estimates include 78,000,000 yen ( £7,800,000) for expenses in scrapping and reconstruction under the naval agreement. The estimates are: Ordinary, 117,000,000 yen (£11.700.000); extraordinary 202,000,000 yen ( £20,200.000). The reductions in personnel include seven hundred officers, three hundred midshipmen, three thousand petty officers and ten thousand sailors. Approximately fourteen capital ships will be ecrapped. Maizuru will be a reduced naval port, with Port Arthur, the naval port, abolished. The elimination of portions of the planned construction programme will save 38,000,000 yen ( £3,800,000) the first year. The estimates include an annual expenditure of 7,500,000 yen ( £750.000) for equipping ten capital ships, air and submarine explosives and naval aviation; 3,000,000 yen ( £300,000) for maintenance; and 5,000,000 yen ( £500,000) for fuel oil for auxiliaries under construction.—Aus.-N.Z.
