BARRIERS TO PEACE.
PROBLEMS BEFORE EUROPE. By Telegraph.—Press Assn.—Copyright. Received July 4, 9.30 p.m. Paris, July 4. M. Viviani, opening the mixed armaments commission of the League of Nations, outlined the overwhelming difficulties confronting peace-makers. Firstly, there was Russia, with a possible army of two millions; secondly, Germany, whose universities were more menacing than her barracks and habitual assassinations; thirdly, the small nations struggling in the welter or financial and economic chaos. The commission will to-day discuss the draft treaty prepared by Lord Robert Cecil providing for the mutual protection of nations who reduce armaments to an approved level. —Aus.N.Z. Cable Assn.
