Viscount Grey, during a debate in the House of Lords on the Genoa Conference, said the first thing essential to the reconstruction of Europe is to secure the co-op-eration of America. He blamed the Government for arranging the Genoa and The Hague conferences first and inviting America afterwards. They should previously have assured themselves that their methods were acceptable to America. The Genoa Conference was devoted to securing an agreement with the Bolsheviks, which was a mistake. Such an agreement was not of practical importance in the reconstruction of Europe.—Aus.-N.Z. Cable Assn.
