SPEECH BY CUSTOMS MINISTER. REFERENCE TO THE TARIFF. By Telegraph.—Press Association. Dunedin, Last Night. The Hon. W. Downie Stewart delivered a pre-sessional address to his constituents at Dunedin West this evening, and received a splendid reception. He dealt particularly with the Customs tariff. Detailing the methods by which the decisions in the revision of the tariff had been arrived at, as proof of the general justness of the measure, he pointed out the ease with which it went through the House, comparing this with the great difficulty ibe Governments of other countries and Dominions had experienced in getting their proposals through. He dealt fully with the Government’s immigration policy, giving a direct denial io the statements that the Government was flooding the country with labor for the purpose of reducing wages He also outlined the Government’s attitude in regard to unemployment in conjunction with the necessity of keeping down public expenditure. He stated that the Public Works Department had, notwithstanding a restricted programme, spent more on hydroelectricity, irrigation and railways than at any previous period.
