POSITION IN THE PACIFIC. By Telegraph.—Press Assn.—Copyright. New York, May 25. Speaking at Boston, Admiral Sims said it was vital for the nation’s welfare that Congress should appropriate money to improve the defences of Guam and other Pacific positions, if they were not going to be caught unprepared for war, and see many of their battleships destroyed, as they would if war in the Pacific occurred now. The people in the United States must understand the elements of military and naval strategy.
