AN EXPLANATION. By Telegraph.—Press A*sa.—Copyright. Melbourne, May 23. Mr Oxenham, secretary of the Commonwealth Postal Department, explains that the agreement referred to in the cable announcement that the Oceanic Steamship Company would cease its Australian service unless it received the mail contract from the Government, referred to the United States Government, not the Commonwealth, which ships the mails by the Oceanic and Union services on poundage rates.
