RETRENCHMENT < PROPOSALS. By Telegraph.—Press Assn.—Copyright. Ottawa, May 19. Despite Lord Lee’s recent London speech, in which he complained that tbe Dominions were not fulfilling their naval obligations, the Canadian Government has decided to cut down the navy. Two years ago the Admiralty gave the Dominion the cruiser Aurora, the destroyers Patriot and Patricia, and two submarines. The Minister for Defence, Mr. Graham, has announced that the Aurora and the submarines will be laid up, and the only defence maintained will be one destroyer and two armed trawlers each in the Atlantic and the Pacific. All Imperial officers will return to England, Canada creating a naval volunteer force. . This policy is now before Parliament, and is meeting with very little opposition.
