DISMISSAL GF CHANG. By Telegraph.—Press Assn. —Copyright. Received May 11, 5.5 p.m. Pekin, May 10. The President has issued an edict dismissing Chang-Tsolin, as the Manchurian Ciovernment is abolisning all titles; also providing that the three Manchurian provinces which Chang controlled heretofore, and enjoying special privileges, be reduced to an equality with other Chinese provinces.
