TROUBLE OVER FISHING RIGHTS. By Telegraph.—Press Assn.—Copyright. Tokio, April 29. A Foreign Office statement shows ! that a break has occurred with Merkuloff, head of the Vladivostock administration. over the continuance of Japanese fishing rights in Siberian waters. The licenses were due for renewal, but Merkuloff refused to issue them under the old conditions. Japan, while not recognising Merku--1 off’s right to act, was forced to deal with him under existing conditions. He. however, dodging on all points, refused to concede even indisputable rights. Japan was therefore forced to disregard Merkuloff and act with a view to guaranteeing the fishermen full safety.
