LOCAL RATING QUESTION. By Telegraph.—Press Association. Auckland, Last Night. The Auckland branch of the Educational Institute resolved that it was not in favor of the establishment of a national board of education. Speakers said it would mean centralisation. The question of local rating for incidental school expenses was discussed. The mover and seconder of a resolution in favor cited the United States and Canadian systems, Mr. T. W. Wells suggesting that the New Zealand and American systems should be combined. Teachers should be paid by the State and given security of tenure as at present, but in addition there should be a local rating for incidentals. An amendment that the time was not opportune for local rating, on the grounds of its burden on the farmer, was lost, the matter being referred to the management committee for a report.
