BALLOT PAPER SUGGESTION. London, March 23. An interesting suggestion for inducing voters to exercise their franchise is made in a letter to the Times by Mr. Austin Hopkinson, M.P. He proposes that a vacant space should Be left in the ballot paper, which may be termed the “bogey”, ami in which the voter, if he disapproves of all candidates, should mark a cross. A majority for the “bogey” would necessitate a new election, at which the old candidates would be ineligible.
