The House of Representatives Jias passed a Bill extending for twenty-five years the grace to Austria in connection with the payment of 24,000,000 dollars contracted for the purchase of wheat. The Senate has already approved of tjie concession. THE RED CROSS COUNCIL. Geneva, March 29. The Council of the League of the Red Cross Societies are moving tq Paris.
