W. Boon, builder and contractor, of Stratford, was charged under the Scaffolding Act with erecting a scaffold exceeding 16, feet in height without securing a permit therefor. Mr. Montgomery, inspector of scaffolding, said Boon erected a scaffold about 24 feet high and 50 feet long at Orr’s buildings, in Broadway. He considered it was not fit for men to work upon. Notice was given to rectify tne matter, and this was done. This breach was considered serious by the department. Boon said it had not been the custom in Stratford to obtain a permit to erect scaffolding. He had been in business there for twenty years, and the Act was a “dead letter” as far as the town was concerned. In all these years he had never had an accident. The scaffold in question was built.of selected timbers by his foreman, and he believed it to be perfectly safe. The scaffold was not secured by bolts, as required in the Act.
