A CITY COUNCIL BY-LAW. By Telegraph.—Press Association. Christchurch, March 17. The City Council’s right to make a by-law making it an offence for a person ’€o refuse to give his name and address to a constable was the ’subject of argument before Mr. Justice Sim in the Supreme Court. The case was an appeal from the magistrate’s decision. A charge was made against Frank Dempsey under the City Council by-law that he gave a constable a false name and address. The magistrate held that the by-law was ultra vires, and His Honor was asked to decide whether or not the magistrate’s decision was erroneous in point of law. After hearing argument by the City Council solicitor, His’ Honor reserved his decision.
