TIME FOR A CHANGE. WASHINGTON RESULTS. By Telegraph.—Press Assn.—Copyright. Received March 14, 8.45 p.m. New York, March 14. The Chicago Tribune’s Tokio correspondent states that Admiral Kato addressed Cabinet yesterday. He declared that Japan must remodel her diplomacy in line with the Washington Conference treaties and understandings. Admiral Kato said nothing but a spirit of concession and selfsacrifice, which was supremely manifested by all, could create an atmosphere so unique. Above all the bold proposal for naval armament limitation made by America will remain in history as the most statesmanlike coup ever made by any nation. —Aus.-N.Z, Cable Assn.
