EMIGRATION.

The influential and representative deputation that recently waited on Mr. Winston Churchill relative to the institution of a Government aided system for the redistribution of the population of Britain within the Empire, is stated to have been the most representative of its kind that has ever Ibeen organised. The main idea appears to be the creation of a permanent co-operative scheme of Empire settlement on definite, practical lines so as to secure continuity, together with adequate finance to enable the emigrants to become successful producers in new settlements. The problem is one that has already received considerable attention, but the serious congestion of idle hands in the Old Country has emphasised the need for a redistribution of man power so as to populate the vast areas within the Empire that need an influx of willing workers, and particularly to encourage the settlement of the young. There are naturally many serious points connected with such a scheme of migration that will need careful consideration Iby the Governments of the countries concerned as well as by experienced migrationists. The matter is not one that greatly concerns New Zealand, hut is bound in some degree to affect the Dominion. Mr. Churchill’s reply took exactly the right note, especially in deprecating spasmodic action, and in appealing to the deputation to create a strong body of Empire opinion in favor of promoting inter-imperial migration. It would certainly be a better and far more effective policy on the part of the Imperial Government to spend money on a well devised scheme of migration than in paying out millions in unemployment doles, and it is that aspect which will be a powerful lever in raising a satisfactory scheme to place the surplus man power of the Motherland where it can be utilised to the best advantage within the Empire.
