Mr. Henry Nevinson, editor of the London Natmn, in a speecn on the Armament CdWerence, made the astounding statemWt that if the 1916 naval programme of the United States had continued there doubtless would have been war between the United Stated and England. He added: “We cannot endure to think of any other country being dominant on the seas. It is most surprising to me that public opinion in England was not aroused over the proposal to equalise the fleets of Britain and the United States. I am not such a fool as to say we should have wiped you out, but at least we would have had a good try at you.”
