DEBATE ON THE ADDRESS. By Telegraph.—Press Assn. —Copyright. Received Feb. 9, 8.5 p.m. London, Feb. 8. The debate on the Address-in-Reply was resumed in the Hodse of Commons to-day. Lord Robert Cecil (Coalition-Union-ist) said he had no sympathy with the Anglo-French pact against Germany. The position of England and France must not be allowed to degenerate into that of seeking to dominate Europe; that would be fatal to the peace and progress of Europe. THE IRISH BILL.
