The Germans did not attend owing to the railway strike and the Italians owing to the Cabinet crisis. The Americans, Spaniards and Swedes were also absent. The French, British and Belgian delegates and one Australian conferred and passed a resolution in favour of all proletariat parties in Europe showing a united front.
